IN 2016, our church in San Salvador was preparing to host a group of young adults on a “mission trip” from the United States. Just prior to their travel, the U.S. government suspended the Peace Corps program in El Salvador due to security concerns related to gang violence. As the host church, we decided the mission trip should be canceled too. In 2015, the murder rate in my country peaked at 103 per 100,000, making it the most dangerous country in the world.

Over the last seven years, El Salvador has seen a rapid drop in its murder rate. In early 2023, President Nayib Bukele claimed that the country had accumulated 365 nonconsecutive days with zero homicides since he took office in June 2019. While it’s impossible to independently corroborate Bukele’s claim, it’s undeniable that Salvadorans are experiencing a new sense of safety and “peace.” That sense of peace, however, has come at a grave cost.

As of January 2023, El Salvador had the highest incarceration rate in the world. Approximately 61,000 people, including 1,082 minors, have been swept up in mass arrests since March 2022, when congress allowed Bukele to suspend constitutional rights. Salvadorans no longer have rights to free assembly, due process, access to lawyers, and previously protected freedoms. Nearly two percent of the Salvadoran adult population is in prison in conditions that fail to meet the U.N.’s minimum standards for imprisonment. Cristosal, a civil society human rights organization in El Salvador, has documented the death of 153 prisoners in state custody between March 2022 and March 2023, all detained during the same period. Of those, 29 died violent deaths and 46 “probable violent deaths” or under “suspicions of criminality,” reported Cristosal. More reports continue to roll in of the deaths of incarcerated people who also show signs of torture.

THE MERE MENTION of maras—gangs that formed in the U.S. and then spread throughout Central America—conjures up overcrowded prisons filled with ominous-looking, elaborately tattooed Central American youth flashing gang signs. While this reality does exist, it’s part of what German scholar Sonja Wolf calls a folkloric attempt to demonize disenfranchised sectors of society rather than invest in comprehensive social programs.

Her new academic book, Mano Dura: The Politics of Gang Control in El Salvador, offers a far deeper analysis of public policy. It’s a must-read for any aid worker or missionary hoping to build peace and prosperity in a country with one of the highest homicide rates in the world—81 homicides per 100,000 people, eight times the U.N.’s marker for an epidemic. It also raises important questions about how much violence can actually be attributed to gangs when crime data is patchy and politicized.

The book, an updated version of Wolf’s 2008 doctoral dissertation in international politics, examines two decades of attempts to “pacify” El Salvador’s gangs, a subculture that diversified and expanded after El Salvador’s 1992 U.N.-sponsored peace accords. During the 12 years prior, a civil war claimed some 75,000 lives and prompted 1 million Salvadorans to seek refuge in the U.S. Some of these young refugees joined large U.S. gangs such as 18th Street or created their own, such as MS-13, then brought their gang affiliation back to El Salvador during mass deportations in the early 1990s.

EILEEN MARKEY'S story of the life of Sister Maura Clarke reads like a Greek tragedy, progressing inexorably toward darkness. Many of us know the ending: In 1980, four churchwomen were murdered in El Salvador by national guardsmen, led by a sergeant who had been trained at the U.S.-based School of the Americas. The men raped and executed two Maryknoll sisters—Maura Clarke and Ita Ford—Ursuline sister Dorothy Kazel, and lay woman Jean Donovan, ambushing them on their way back to the people they served in Chalatenango.

Clarke is the last of the four women to be memorialized with her own book, but Markey has created the most complete work. Her beautifully sourced research ranges from family to Maryknoll archives to conversations with many people who worked with the sisters in Nicaragua and El Salvador.

The fact that none of the five are Italian, and none hold Vatican positions, underscores Francis' conviction that the Church is a global institution that should become increasingly less Italian-centric.

Central America needs help expanding education opportunities, building child welfare systems, and sheltering victims of violence and witnesses to crime. But none of these reforms can be sustained unless Central American governments also work to eradicate corruption and reform their judicial systems.

As Romero said during a time of similar urgency, “On this point there is no possible neutrality. We either serve the life of Salvadorans or we are accomplices in their death. … We either believe in a God of life or we serve the idols of death.”

Despite stories and statistics to the contrary, our government doesn’t believe they have a “well-founded fear of persecution” that would entitle them to political asylum here. Despite fevered speculation in the media and across Latin America, the Vatican says Pope Francis has not advanced slain Salvadoran Archbishop Oscar Romero toward sainthood — at least, not yet.

Romero, the archbishop of San Salvador, was shot dead on March 24, 1980, while celebrating Mass only a day after he delivered a homily calling on Salvadoran soldiers to stop enforcing government repression and human rights violations.

Pope John Paul II gave him the title “servant of God” in 1997 and the case for his canonization began. But the case stalled under the papacy of Benedict XVI over concerns that Romero was too close to the liberation theology that John Paul and Benedict spent years trying to repress.

Francis revived the cause soon after he was elected last year, and recent reports in several languages have suggested that church officials were poised to beatify Romero, putting him one step short of sainthood.

Last fall, on a Sunday afternoon, as I walked out of the church, a young man tugged on my Franciscan habit. It was Miguel, a member of our Latino choir.

“Father,” he said, “please, pray for the people of my home parish back in El Salvador, especially for one of the priests who has received death threats.”

Startled, I asked: “What is happening there?"

“These priests are organizing against the multinational companies,” he said. “The companies are looking for gold. What will be left for our people? Only poisoned water, a wasteland, and death.”

A few weeks later, I had another similar conversation with a group from Guatemala. Theirs was a similar tale of how indigenous communities were being threatened by mining projects.

As a Catholic and a member of the Franciscan Order, I believe that we are called to “read the signs of the times” and to listen to the cry of the poor and the “groaning” of God’s Creation.

longing for a hero,
living love, peace and hope,

denying guns and bombs their power,
risking the violence of love.
Conserving tradition at first for the greatest,
seeing through your glasses at last for the least,
feeling the hunger of underpaid workers,
knowing the poverty of farmers,
hearing the warning, "Here's what happens to priests who get involved in politics,
holding tears of the disappeared.
Challenging,
calling all to view the liberating body of a slain priest,

An opportunity for gang peace in El Salvador

IN THE TRAGIC, often-hopeless world of gang violence, this year’s truce between two notorious gangs in El Salvador offers reasons for hope and a breakthrough opportunity for change.

Beginning in March, leaders of the infamous gangs Mara Salvatrucha (MS-13) and Barrio 18 called a truce from behind prison walls. The agreement was mediated by Monsignor Fabio Colindres, the Catholic chaplain for the Salvadoran police and military, and Raúl Mijango, a former legislator and, before that, military commander in the FMLN, the onetime guerrilla movement that is now the country’s elected ruling party.

The truce, which was still in effect at press time, immediately reduced violence in El Salvador, which has been among the world’s most deadly countries in recent years. Since early April, said President Mauricio Funes in late August, the murder rate has gone down to around five per day, a decrease of more than 60 percent from the 13.5 per day average of January and February.

The gang violence that has plagued El Salvador and other Central American countries in recent years is an import, brought by youth deported from the United States. MS-13 and Barrio 18 both originated on the streets of Los Angeles—ironically, built by young people whose families were refugees fleeing the U.S.-backed violence of Central American civil wars and death squads in the 1980s.

But just as violence can be moved across national borders, peace can be as well.

Other programs offer job skills or anger management, but don’t offer community. We offer a community like the community they have.
