This week the House voted with a resounding margin of 357 to 70 to pass a bill that includes support for low-income families with multiple children. If passed in the Senate, the “Tax Relief for American Families and Workers Act” will enhance the Child Tax Credit by expanding eligibility and adjusting payments for inflation, provisions that would benefit about 16 million children in families with low income, lifting 400,000 children above the poverty line.
During the pandemic, something peculiar happened: The child poverty rate in the U.S. fell, reaching an historic low of 5.2 percent in 2021. The decline was largely a result of the federal spending in social safety nets like Medicaid, SNAP, and the Child Tax Credit, as well as direct payments to families. Anti-poverty advocates celebrated the win.
ENSURING THAT EVERY child can realize their full potential is a civic and faith imperative. Yet millions of children in the United States are having their futures sabotaged due to a lack of care, stimulation, and nutrition between birth and age 3. These three years, often referred to as the period of early child development, or ECD, are the most fragile and formative because most of a child’s brain is developed during this period. During the first few years of life, a child’s brain forms more than a million neural pathways every second and grows to 90 percent of the size of an adult’s brain by age 6. As a result, this period can determine whether a child realizes their full potential. The things young children learn, the experiences they have (and the amount of damaging stress to the brain they suffer), and the love and care (or lack thereof) they receive can all have an outsized impact on their lifelong mental, emotional, and physical health.
During my time working at World Vision and the World Bank, I became passionate about the crisis of ECD in low- and middle-income countries, a cause that remains urgent. However, I have become increasingly convicted about the imperative to also address the child development crisis in the U.S. Tragically, the U.S. is not doing well by its youngest generation, especially when compared to similarly wealthy nations. More than 9 million children in the U.S. face food insecurity, which hampers their healthy brain development, and in the last year, 1 in 7 children experienced child abuse or neglect. Without affordable child care, millions of children become at risk for “adverse childhood experiences” that could lead to debilitating impacts on their health and well-being.
Far too many Christians cling to a stubborn belief that individual acts of charity are sufficient to fulfill their obligation to help all those experiencing hunger and poverty. While acts of charity like donating to a regional food bank or volunteering at a local soup kitchen are commendable and indeed necessary, they are not sufficient. Christians not only have a duty to do good works through individual charity, but also to urge their political representatives to do what is in their power to end hunger in the U.S. and around the world.
Three weeks ago, it seemed impossible that this Congress and this president would be able to get anything significant and lasting done to confront climate change. But this week, President Joe Biden signed major climate legislation — the Inflation Reduction Act — into law. It’s a bittersweet moment.
After months of negotiations, Sen. Joe Manchin (D-W.Va.) decided to kill the Build Back Better agenda. He made the announcement on Fox News Sunday, just days before an already-fraught holiday as we’re seeing COVID surges, essential workers still being paid wages of those considered expendable, and storms and extreme weather wreaking havoc on lives and livelihoods. When voicing his dissent for the Build Back Better agenda, despite making promises that he was negotiating in good faith since the summer, Manchin had the nerve to say: “I tried everything humanly possible.”
ONE OF THE most most frustrating times as a parent was when one of my toddlers would begin to cry and I was in the next room. Of course, I would rush right over. But once I got there, I wasn’t sure whether they were sick or had bumped into the couch. Between the pain, early language development, and their weeping, it was hard to diagnose the situation. I relied on a question my toddler could answer by pointing: “Where does it hurt?”
As we—adults, parents, faith leaders, and communities—rush to enter a post-pandemic reality, we would do well to pause and ask young people how the last year and a half has impacted them. Patient listening may lead to prophetic grief. As the prophet Jeremiah reminds, “For the hurt of my poor people I am hurt, I mourn, and dismay has taken hold of me” (8:21).
For 30 years, the Children’s Defense Fund (CDF) has plumbed the best available research to answer this question for young people: Where does it hurt? CDF’s “State of America’s Children” report, released this spring, analyzes this data and paints a picture of child well-being and our challenges ahead. The information makes clear that our children have not been immune to the crises of public health and racial injustice we have faced. As of February of this year, 13 percent of the COVID-19 cases in the U.S. were children. They are hurting physically, socially, emotionally, and economically.

A budget is a moral document. That phrase was coined by the faith community and has become a refrain in the ongoing debates over deficits and budgets. But in this week’s House vote on extending the Bush era tax cuts, we see one more example of the priorities and principles of the broader GOP budget and how they apply to the rich and to the poor. Because of this, we must conclude that the Republican budget is an immoral document—in the way it treats the poor. I certainly don’t believe that all our Republican lawmakers came to Washington to hurt poor people, but it’s time for some of them to challenge the dominant forces in their party and face the consequences of such indefensible choices.
We have a genuine hope for a long term bi-partisan solution and, in particular, a moral non-partisan commitment to protect the poor and vulnerable from being expendable in these fiscal debates. We should also say that Democratic budgets have not been models of fiscal responsibility and social justice, either. But what the House budget is calling for is morally objectionable on religious and biblical grounds—and people of faith from all political stripes should say so. In particular, to roll back tax credits for the poor to help fund tax breaks for the rich is morally reprehensible, and the faith community has to speak out.
Faith leaders on Wednesday gathered on Capitol Hill to release a letter calling on Congress to extend the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC) — programs aimed at keeping the poor and most vulnerable in our country out of poverty. The call comes in advance of a U.S. House of Representatives vote to extend the Bush-era tax cuts.
In 2010, the EITC and CTC lifted about 9 million people out of poverty, including 4.9 million children, according to the Center on Budget and Policy Priorities.
"The Bible confronts every Evangelical lawmaker with more than 2,000 verses, which call us to defend the poor and vulnerable. If we say we believe the Bible, we simply can’t support policies that directly reward the rich and punish the poor: Christian lawmakers can’t keep going into their prayer breakfasts and leaving their Bibles at the door," said Jim Wallis, president and CEO of Sojourners (Wallis' full statement can be read HERE).
